Police Shoots Guy For No Reason

I was shocked after watching this video, I think its tapped somewhere in south America. As far as I understand it??�s a couple of people running out of a building that??�s on fire. One of the people who runs out just gets shot right in the chest for no reason. Pretty messed up if you ask me, and its not a normal gun either, its big shotgun. If anyone has more information, please write a comment.
